Spring Chicken Jamboree
Rules and Regulations

Application, Registration, and Acceptance

1. Application may be made directly to the SAYSO jamboree coordinator.

2. Registration is open to boys and girls playing at the class-1, -3, and -4 levels.

3. All players shall be eligible to play in the U10 age group classification in the subsequent Fall season.

4. No player shall have been born before August 1, 1993.

5. All players must already be registered to play in a USSF-affiliated league. Unaffiliated players must register with USCS through SAYSO.

6. Each team shall be limited to 13 players on its roster. The roster may not change between games.

7. At check-in, teams must present an official printed team roster and/or player passes in order to verify that each player was and is registered to play in a USSF-affiliated league during the 2002-2003 (i.e., preceding) season.

8. Teams shall be accepted in the order that completed registrations are received. Incomplete registrations may be returned or held pending completion.

Games and Scheduling

1. U9 and U10 teams may be combined or separated at the judgment of the jamboree coordinator.

2. Boys compete against boys; and girls compete against girls. At the request of the coach, a girls team may compete against boys teams.

3. Each team plays four games: two on each day.

4. The home team is the first team listed on the schedule.

5. The home team shall provide the game ball and replacements.

6. In the event of a uniform conflict, the home team shall change uniforms or wear pinneys.

7. Games rained out will not be rescheduled.

LOTG

1. All free kicks are indirect.

2. There shall be no penalty kicks.

3. Referee may award "do-overs" or indicate "play on" for foul throws.

4. Offside and out-of-bounds shall be called in egregious cases, as judged by the referee.

5. Approximate field size: 60 ft x 120 ft; goal size: 6 ft x 6 ft

6. Field markings may be reduced to 60%.

7. Goalkeepers shall be considered to have the ball in their control if any part of their body or playing equipment is in contact with the ball.

8. Goalkeepers may not be fair-charged within the penalty box.

9. Players may head the ball.

10. Slide tackles that, in the opinion of the referee, are safe and in accordance with the laws of the game shall be permitted.

11. Scoring is decided by the best judgment of the referee. If a goal is moved for knocked down by a shot, it is not a goal.

12. Goalkeepers may not punt the ball; they must roll or throw the ball back into play.

1. A minimum of 6 players (includes the goalkeeper) must be on the field at all times.

2. In the event of teams with an unequal number of players, the team with the greater number of players shall reduce its field players until it has, at most, a 2 player advantage.

3. Time is kept by the referee.

4. Half-times shall be 5 minutes.

5. The clock shall run through all stoppages.

6. Tie games shall stand.

7. No overtime periods will be played.

8. No games will progress to shoot-outs.

9. All games, including those starting late, will end at their scheduled completion time, not matter what the reason.

Substitutions

1. There are no restrictions as to how much or how little a player plays.

2. Goalkeepers do not need to be rotated.

3. Games shall be played in halves, without quarter breaks.

4.  With the coach's cooperation and referee's permission, “on-the-fly” substitutions may be allowed without referee acknowledgment. Coaches will ensure that the substituted player leaves the field completely before the new player enters the field. Players must enter from the midpoint. If an entering player touches the ball before the substituted player is off the field, play shall be restarted with an indirect free kick in favor of the team not touching the ball, at the discretion of the referee.

Players' Equipment

1. Shin guards must be worn.

2. Footwear and all other accoutrements must be safe in the opinion of the referee.

Referees

1. Games may be officiated by one or three referees.

2. Center referees shall be USSF-certified or better.

3. Assistant referees-in-training, if used for lines, shall be at least 12 years old and shall be at least 2 years older than the age group being officiated.

4. Referees shall not provide on-field instruction.

5. Referees shall maintain a record of the game but do not submit scores for the purpose of standings.

Spectators

1. Coaches shall maintain proper decorum of their team, spectators, and coaching staff.

2. Sideline spectators shall be restricted to positive comments.

3. Alcoholic and tobacco products, illegal drugs, and weapons shall not be brought to the field.

4. No dogs - leashed or unleashed - are permitted on the field.

Discipline (Yellow and Red Cards)

1. A player receiving a yellow card may be, but does not need to be, substituted.

2. A red carded player must leave the field and may not return to the current game. The team may replace the carded player immediately. The team does not have to play short.

3. The referee will prepare and submit a send-off report within 24 hours.

4. The jamboree coordinator shall adjudicate red cards.

Complaints, Appeal, and Protests

1. There is no complaining.

2. No protests or appeals regarding the outcome of games will be accepted. The referee's judgment shall stand in all cases.

Standings and Tie-Breakers

1. Standings shall not be kept.

2. There is no need for tie-breakers.
